You can't send mail to an attachment rather add an attachment to mail Add attachments to emails in Mail on Mac - Apple Support

If the attachment was sent by the sender it's received in IMAP / web mail account , that attachment can be downloaded View, save, or delete email attachments in Mail on Mac - Apple Support

Mail automatically downloads attachments you receive based on the download option you set in Account Information settings in Mail.
