Can only access notification from lock screen

When I try to access notifications from Home Screen it pulls down my Lock Screen. Can only access notifications if I close the phone and then open to Lock Screen

Pull down, and then drag up from just above screen bottom

Notifications all appear only when I look at or pick up my phone (iPhone 13 Pro Max, iOS 16.2 (20C650)) I don't have any Focus set, and I have my phone on and unlocked and set to not lock, so I see the "live" screen all the time. Yet, if I'm doing something like actually working on my work PC and not staring at or touching my iPhone, no notifications come through until I either pick up or look directly at my iPhone. Then I have to wait while all the backed-up notifications display one by one on the phone before I can do anything since they keep popping up until they have all been displayed, and I swipe them away. This is really annoying because it delays me from doing what I want to do on the phone.
