Download All of iCloud:

Avoid any upgrade payments, and just download it all. Once downloaded, make sure you can access it from the drive. Once accessibility is confirmed, and clear iCloud of large items, and/or all items. If the iCloud has never been used before, as stated, there is nothing on it to download. And the backup would be larger than 5 GB.

And downloading iCloud date to a hard drive defeats the purpose of iCloud, which is sharing data between multiple devices.

You get 5 GB of iCloud free. If that isn’t enough you can “rent” more. 50GB costs 99¢ a month.
