You can use the free MDS app to download the full installer of most any system:
You'll have to open the package and extract the install portion to use as noted in the Apple document you could download from.
Just make sure you get a public released installer and not a beta version. They're well marked.
NOTE: you might try booting into Safe Mode according to How to use safe mode on your Mac and download from there the installer from that Apple website.
Note: if you have a wireless keyboard with rechargeable batteries connect it with its charging cable before booting into Safe Mode. This makes it act as a wired keyboard as will assure a successful boot into Safe Mode.

If you can't start your computer, you can't very well download anything.
Addendum: You might be able to take a flash drive into the nearest Apple Genius Bar or Apple Authorized Service Provider and have them create the bootable flash drive for you. It should be at least 14 GB in size or larger.
