who can I connect my ipad to the internet without the password, I forgot my password but I erased it on icloud which should start when I connect to the internet but I don't know how to do that without the passcode

You will need to restore the device using a computer. The process will erase the device. Later you can restore your data from a recent back-up. Instructions here…
