cmd click on a link in Safari opens new tab, but no longer in background

In the past when I cmd clicked on a link on safari on my ipad it would open a new link in the background, but now it opens a new tab, and immediately goes to that tab. Which is annoying when I’m opening multiple tabs.

It seems to have changed somewhat recently, but I’m not sure which option it is to have it open in the background.
