I have an iphone 14pro with IOS 16.1.1 but it tells me in-app purchases are not allowed. Any help to rectify this would be appreciated.

Settings>screen time>content and privacy restrictions. Make sure you don’t have iTunes and App Store purchases set to don’t allow.
