I have the same issue.
The phone name is changed via 'Settings > General > About' but under 'Settings > Apple ID' I do not see how to change the phone name which was inherited from a previous iphone.

The name under Settings➜Apple ID is pulled from Settings➜General➜About➜Name on the relevant device.
Once you change it there, it may take a few moments to update.

Turning the phone off and restarting it did the trick :)
