Unable to link Apple Pay card to Payment & Delivery Card

Hi all,

I have been trying for the past few weeks to link my Apple Pay card to my Payment & Delivery payment method card. Whenever I try on my phone, it says the attached error (a very similar issue occurs on iPad).

Again, this is not a problem with adding a card to Apple Pay or payment & delivery.

My phone is on iOS 16.1.2 and it is an iPhone 12 mini

I have tried:

Restarting my phone
Updating my phone
Signing in and out of my Apple ID
Resetting my phone
Spending hours on the phone with Apple Support
Contacting my bank
Adding and re-adding the payment method and Apple Pay card

Please do not give responses about setting up Apple Pay or adding a payment method! I have successfully added it to Apple Pay and payment & delivery, and have confirmed they both work . They are the same card as well.

I have seen a few people with a similar problem all get this same bland response and it enrages me.

I cannot figure out exactly what it is that you're trying to do.

Based on your comment: Not trying to add a card to Apple Pay? Not trying to change your delivery address? I lost you at linking. I'm using all the latest software and I don't even see that as an option. Can you provide additional screenshots or the pathway that you take?
