Apple TV starts any movie on any app then buffers

Upon opening any app and playing a movie, about a minute in, every time, it buffers. Internet is not a possibility but restarting the Apple TV will fix it until you get a minute again and it buffers. Any suggestions would be appreciated. Current OS 16.1. Once it happens in one app no other apps will load but again internet is not the issue.
