I have iCloud open in Safari. I see no search too to locate files. How do you search?
Why would anyone store files there if you cannot search?

Open finder > iCloud section > iCloud drive , type the document in its spotlight search , search using the document or file , select the folder and press command and spacebar on the keyboard to open the file see the article Narrow your search results on Mac - Apple Support
You can search in your connected devices, just not at iCloud.com. If you have feedback for Apple, visit apple.com/feedback
