login keychain missing

When I reset my Default Keychains in keychain access and enter my password, it comes up with an error message, "Unable to obtain authorization for this operation."

I used to be able to enter my computer password to open a keychain in keychain access but now won't work. How do I fix this problem? I am running 10.14.6 Mojave

Start with this...

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes or more.

Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.
