Menu bar color in full screen mode always black despite light appearance

Why is in macOS Monterey 12.6 in full screen mode the menu bar color always black despite light appearance? How do I change it to white or any other color to improve readability?

Accessibility.Display.ReduceTransparency does not make any notable difference.

It's not possible to change the color in Full Screen. Besides disabling transparency you might try adjusting the contrast.
