Basically, folks were (are) getting breached via fake invoices.

There are alternative PDF readers which may or will work here, if Safari and Preview aren’t doing what you want.

“Safe” open is not.

I think all you can do is download the PDF then double-click it to open. PDFs may have been removed because they can be infected. Just a thought.

In fact, security experts have recommended for years that users NOT check the “Open “safe” files option for that very reason. Many think Apple should remove that option altogether.
