What model is the Dell monitor and what other inputs does it have?
(most likely the old monitor has VGA & DVI inputs)
For more details on adapters and cables, see > Connect a display to Mac mini - Apple Support
For VGA out to the monitor, you need a USB-C to VGA adapter and VGA cable.
For DVI out to the monitor, you need a USB-C to DVI adapter or an HDMI to DVI adapter and DVI cable.
You can setup the Mac mini by connecting it to most any HDMI TV using an HDMI cable.
