Unable to create child account

When attempting to create child account, I get a payment declined message when entering card CVV. When I try to use a different card, it says error try again later. This is what I have tried:

Updated software to 16.2 on iphone
Removed my credit card payments from wallet and re-entered them (I use these cards for apple pay successfully all the time)
Tried different credit cards
I tried this on my iphone and ipad with same result
Used wifi and cell service

This is getting very frustrating... What do I do?

Check that your card provider isn't blocking the attempt to validate the card. Often this may be in the form of a pre-sales check for say $1/£1 which is never actually taken, but should be validated with the CVV. Perhaps the financial institution is blocking such checks.
