Thunderbolt4 to HDMI does not work on TV 4K@30Hz HDMI port

After having intermittent issues connecting a displayPort-to-HDMI on an older TV with my HP laptop I tried some at home experiments with a newer TV with our MacBook Air. The TV at home has multiple HDMI ports and one was labeled 4K@30Hz which gave a static display that cut in and out, whereas the TV's HDMI "best" port labeled 4K@60Hz worked (for both the MacBook Air and my HP laptops display port). Is this to be expected with Apple's Thunderbolt 4 port and Apple's USB-C Digital AV Multiport Adapter? Or is there some setting that I need to do to make it work for different classes of HDMI ports on a TV?

Use the standard USB port to connect devices such as your flash drive or camera or a USB cable for syncing and charging your iOS devices. You can also connect a charging cable to the USB-C port to charge your Mac or iPad."

There isn't a setting based on the adapter being used.You'll want to make any necessary adjustments on your TV or output device.
