It should appear anywhere text can be entered if the Microphone option is available for it.
PowerPoint may handle dictation differently than Apple's native apps.

Thank you. Where does the dictation appear? I tested distracting in a PowerPoint slide and didn’t see any text.
You should get a pop-up dictation icon when it is running. It works fine in Powerpoint.
Again, thank you. I am able to dictate in Owrd but I still can't get it to work in PowerPoint. I'll reach out to Microsoft for help.
