What iPhone model do you have?

What iOS version is it running? Settings ➜ General ➜ About ➜ Version

What happens when you go to Settings ➜ General ➜ Software Update?

click here ➜ Update your iPhone or iPad - Apple Support

You will only get offered the most up to date version of iOS your iPhone supports. For devices that support iOS 15, that is 15.7.2, you will not get 15.1.

If your iPhone supports iOS 16, you will only get offered 16.2 but nothing earlier.
