markup tool does not work on preview

We understand that you're unable to edit your PDF in Preview on your Mac.

Does this happen with all PDF documents or just this one?

1. "In the Preview app  on your Mac, go to the PDF page you want to change.

• The PDF may require a password before you can select or copy text: Choose Tools > Show Inspector, click the Encryption Inspector button , then enter the password.
• The text might be an image instead of actual text: You can’t select the text in this case."

It seems you have a scanned image saved as a PDF. You can't select text from an image.

I would also mention Monterey 12.2.1 is very old. The current version is 12.6.2.
