I can’t sign out my Apple ID because of restrictions why…?

If your screen time is on, its likely due to that. I know it sounds weird but screen time sets restrictions on some devices that do have screen time on. Here is just a brief thing about what it does Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support. I recommend just turning off screen time, and see if it works.
