Seems "Other" storage contains system files, and files that don't fit into other categories. This category of files is managed by Mac OS. The way to reduce this storage without causing system trouble, is to delete large files in the various apps.

"Other Users" would be found:
System Preferences > Users and Groups ... all users are listed in the left pane:
Their files (and yours) would be kept: MacIntosh HD > Users
For the location of "shared" files from users:
Share files with others who use your Mac – Apple Support

As deleted files generally go to the trash / bin
The amount of storage on Mac won't change, until the bin is emptied.
You will likely need to do a Restart, to see the new storage amount.
To see the most accurate storage amount:
Click the black apple on the left in top menu bar >
Choose "About this Mac" > Storage
