New MacBook Pro knows my previous Finder Tags?

I set up my new MacBook Pro and I was surprised to see it knew my previous Finder Tags. Somehow via iCloud I assume. I don't use iCloud Drive and am not sure how it happened. I am signed into my iCloud account. It's not a problem but I am curious...

Finder tags travel as extended attributes on associated documents between macOS and iCloud. The Finder will add new tag names in its Settings when a file arrives on a Mac where that tag was not previously defined. If you performed a Time Machine migration as part of the initial Mac setup, it restored your Finder preferences from the previous Mac.
