You may want to check your card is one that Apple in your country can accept:
Check if Apple Pay is available in your country or region: and, if so, the Apple Pay participating banks:
Countries and regions that support Apple Pay – Apple Support

If your credit / debit card that you use for Apple Pay was not verified with the card-provider when you "Set-up" Apple Pay, you may still need to verify with them.
