Apple watch not syncing weather

Suddenly, my apple watch only shows cupertino and new york weather. It is synced to my iphone which has my list of cities and my current location as default. I have powered down both my watch and phone, and done everything else google suggested with no result. Should I restore my watch to factory settings and start over?

My watch did the same thing this morning after a restart. I was able to get my iPhone list of cities to appear by deleting New York from the watch screen (swipe left and hit the trash can icon). Then my full list showed up and slowly populated temperature and conditions.

I have this same problem. I found one answer - to turn in location services for the watch. That works, but I never had location services turned on previously and that only makes sense if there is a setting for “current” location weather. Since you have to select a city, location services should not be required. When I turn it on, it mirrors my cell phone weather city. That stays true when I first turn off location services, but eventually goes back to Cupertino and New York.
