PDF Not Downloading on Iphone 14

I have a new iphone 14 plus and documents do not download (pdf) when sent to me. Simple documents attached to letters I receive do not download. I can download the same document on my Computer (IOS) but not the phone. I have turned phone off and on, gone to straight data. Nothing works. Anyone have an idea?
