I understand that you would like to backup your iPhone on iCloud without a Wi-Fi Network connection.

If you have an iPhone 12/13/14 and have 5G service, then you can backup your iPhone on iCloud over cellular data. If you do not have one of the above mentioned iPhones and 5G cellular service, then you must use a Wi-Fi Network.
