I am using an old mid 2011 iMac which is now using version macOS High Sierra 10.13.6 which is no longer updating with the latest version software releases. I now want to know if I can upgrade the hardware at an accredited service provide and install latest hardware which will be compatible with the latest macOS software releases

No. High Sierra is the latest version supported.
Correct. The only way to replace enough of the hardware would be to purchase a 2017 or later iMac.
