Even after I got done adding a payment method, still the notice on the setting with mark ❶ did not go away. I'm wondering why?

I tried restarting changing my address and that notification won’t go away. Its been months.

which MacOS or iOS is installed

Where you "tried restarting changing my address" (an app ? Apple ID?)

What the notification that won't go away says.
