Cannot delete data plan from iPhone and NO add eSIM/Add new data plan
Problem with iOS 16.2
Hi, first of all I tried to answer in already created similar topics, but they are closed for new answers. Topics like this Cannot delete data plan from iPhone - Apple Community
So I would like to share my problem and my solution.
I have iPhone 13 mini (iOS 16.2) with one nano sim and one active eSIM. Suddenly my eSIM disconnected from network. No updates were on iOS that day, I didn't change settings on thee phone. Just get no signal with both sims. After Airplane mode On/Off my nano sim connected to network, but eSIM didn't. Also I didn't see regular submenus to change Network selection, Data roaming, etc. Just Turn On This Line and Delete eSIM. Thant's it!
After chat with mobile operator I've tried to Delete eSIM, but got the Removing... menu and stuck on it. Normal restart didn't help.
I even tried to add new eSIM from the same mobile operator, but got these stuck submenus:
Removing...
Activating...
The answer from mobile operator support was like this: try to do this Settings -> Transfer or Reset Phone -> Reset -> Reset Networks Settings. If it doesn't help then do the factory reset and contact Apple support.
I did Reset Networks Settings and Delete All eSIMs. Nothing helped.
Then I tried to to the Force ReStart (Axel Foley answered in the topic) as shown below, then try removing the data plan again:

Try and Force Restart your iPhone EXACTLY as shown below and see whether that resolves the issue:
- Press and quickly release Volume UP button
- Press and quickly release Volume DOWN button
- Press and Hold the SIDE button until an Apple logo appears and then release the Side button (Can take up to 20 seconds. (DO NOT release Side Button when invited to Slide Power OFF).

It helped! eSIM has removed! But... there were no "Add eSIM" in submenu! So I can't add eSIM from my mobile operator.
I searched topics with no "add esim" / "add new data plan". There were no solutions. People say that iPhone think that there is no eSim inside, that's why there is no option to add new esim.
In one comment I noticed that it may depend on the country in settings. I changed country from Russia to Kazakhstan, then did the Force Restart and finally the "Add eSIM" submenu appears!
Now I can add esim and it works fine.
