I've tried everything to make my airpods work and they still wont connect, is this an internal issue for the airpods themselves?

my airpod pro's wont connect to my iphone even after a reset, forgetting them, and shutting my iphone off and back on. They are charged and within range when i try to connect but it always says connection unsuccessful.
