I just upgraded to iOS 16.2 on my iphone 12mini. If I'm playing a podcast, the app takes over my lock screen hiding the wall paper. It is absolutely obnoxious. Is there any way to minimize the podcast/music controls on the lock screen in iOS 16.2.

It sounds like you're asking how to minimize the Now Playing controls so the art does not cover your entire Lock screen, correct? You can do that by tapping the art, and it should then minimize. To expand it again, you'd tap the thumbnail art show in the controls.
