iPhoto is no longer working on Ventura. Apple pulled iPhoto from the App Store in 2015, when the successor Photos for Mac" has been released.

The last system version supporting iPhoto is macOS 10.14 Mojave. On OS X 10.10.3 Yosemite and later 8until macOS 12 Monterey) you can migrate iPhoto Libraries to Photos for Mac by opening the iPhoto Library in Photos to get access to your photos in iPhoto Libraries.

SIce macOS 13 Ventura we can no longer migrate iPhoto Libraries to Photos, we can only import iPhoto Libraries to Photos with "File > Import" and setting the iPhoto Library.
