FCPX Transitions don't work on version 10.6.5 and Ventura 13.1


I just updated my mac mini m1 2020, to Ventura 13.1 and my Final Cut Pro 10.6.5 will not allow me to add any transitions, not even with the double-click method that others users have been able to make work. I've spent hours trying to find out what the workaround is but have yet to find anyone who has had this same problem. However, I have been able to move my external project drive to my laptop with System 12.5.1 (Monterey) and FCPX 10.6.4 and was able to add transitions without any problems! The kicker is, once I take the files back to the Ventura machine, I still can't add any new transitions, but I can cut and paste the transitions that were added from the laptop System 12.5.1. I can also change the transitions by the traditional drag and drop. I'm hoping someone can address this issue and let me know if there is a fix to this problem other than using an older operating system and an older FCPX.
