Photography and macOS

My photos library was converted when I attached my external drive to Ventura on an iMac and will no longer work on my Monterey MacBook Pro. I understand I can access the photos to edit them on either macOS if I upload the system photos library to iCloud from the external drive. I had been using this one terabyte drive between both operating systems until the Ventura upgrade converted my photos library. How do I upload from external HDD to iCloud?

BY making that library the System Photo library for the Ventura machine. You do this in the Photos Settings.
