Text messaging

I just purchased a new iPad. I still use my old one and also have an iPhone. I am not receiving all text messages on my new iPad but still receive all on my 2 other devices. It appears they are text messages that are not in my contacts, ie bank security numbers. In addition, the new iPad is not sending texts to android users. Also, sent couple text messages with pictures and the individuals are not getting them. So I resent and now they appear on my other 2 devices that I sent the pictures 2x. I have tried playing around with iMessages in settings and I cannot figure it out. Everything was copied exactly from my old iPad.

If you have an iPhone - and both iPad and iPhone are signed-in to iCloud with the same AppleID - to send SMS/MMS messages (green bubbles) from your iPad you must explicitly enable Text Message Forwarding for your iPad on your iPhone...

On your iPhone:

Settings > Messages > Text Message Forwarding - set to ON - and explicitly enable your new iPad from the list of devices.

Also ensure that Messages in iCloud is enabled on both your iPhone and iPad:

Settings > [Your Name / AppleID] > Messages - set to ON
