Mac OS 13.2 Start up applications

How do I control what apps automatically start up in OS 13.2 on restart or turn on. It use to be under "users and groups" but I don't see it there.

Generally, two methods

1 - When shutting down and enable Reopen windows when Restarting. Open Applications that the time of Shutdown will open upon a restart.

2 - System Setting Log In and refer to image below
