If your iPad was purchased directly from Apple within the last 14-days, you can unconditionally return an unwanted item for exchange or refund. If recently purchased elsewhere, you’ll need to check the retailer’s own returns policy.

For older devices, you might entertain trading-in the iPad against the purchase price of a new iPad better suited to your needs. However, you need to understand that (a) trade-in of a “current” model isn’t available - and (b) the trade-in value will be considerably less than the price paid.

You can check eligibility for trade-in - and obtain an estimated value - here:

Apple Trade In - Apple

As such, for current-model devices that are not eligible for trade-in - and have exceeded the 14-day returns period - you might be best advised to consider selling your unwanted iPad privately.
