Troubleshooting "Locked to Owner":
If this is locked to an owner, then you need to contact the person this is locked to. Elsewise, it is useless to you.
The phone has been locked by the carrier. You will need to contact the carrier if you want them to unlock the SIM card.
There are different kinds of locks. Each requires different steps to unlock. What does your screen say?
Unavailable?
Security Locked?
Activation Lock?
Something else?
Under Settings-About only the Carrier is shown . Unlike newer iPhones it does not indicate if it is locked
