Transfer PDF file from Window 10 to iPad Air version 5

What is the simplest way to transfer PDF files from Windows 10 to the iPad not using iTunes. USB C cable option is fine.


Please provide a detailed procedure to do this?


All my attempts trying to follow the procedures that I have seen on-line have failed.

If you simply wish to exchange files and photos with the iPad from the Windows PC, you might consider using iCloud for Windows. When signed-in with the same AppleID, you can simply use iCloud to exchange or synchronise files:
