I have a 2TB icloud plan that I share witrh mayt family. Since it is full I want to split it up and let my wife have a seperate account. How does that work? My concern is how all of her data will be transfered to her new acount?

Have her take out her own iCloud subscription. As long as she always has access to an plan at a level that will accommodate her files then her data will transfer.
