Somehow my location sharing got turned off and it says I can not turn it back on at this time . Do you know why?

Settings/Screen Time/Content & Privacy Restrictions/Share My Location —>ALLOW

This can be overridden by parental controls, or, if you have a business or school email account the account administration can override that setting.
