Yes, Apple Maps also works in Europe.
However, you must be aware that Apple Maps requires a connection to Mobile Data (or WiFI) in order to navigate, so you must ensure that your plan with your Carrier allows roaming in Europe. Alternatively, you must purchase a SIM card locally.
A final option is to use an app that allows navigation offline. For example Google Maps, or TomTom.
