I found an abandoned iPhone 4s inside a box truck we bought a few years ago. I wanted to reset the iPhone so I wouldn’t have restrictions but it activation locked. I can’t get in contact with the owner. Is there anyway to remove the lock without the owner?

Unless you also found the original receipt with the phone you will not be able to unlock it without knowing the owner. Frankly for an iPhone 4S it isn't worth it since there wouldn't be much you could do with a device that old.
It's entirely useless. An iPhone 4S only support 3G, which all carriers shut down at the end of last year.
