If you have removed iCloud photos or files in iCloud Drive from Recently Deleted, they are removed forever. This is to protect your content, but may be inconvenient in some cases.

If the files and pictures were located locally on your iPhone, and you have a backup from when they were on the phone, then you can try to restore from that backup.
