Perhaps you are having difficulty with AirPrint.

Begin by adding the HP Smart App from the App Store - as this will provide another method of printing to your HP Printer:

Apple AirPrint is a driverless connection protocol. A high proportion of modern printers intended for Home, SoHo and Business environments now support AirPrint. Check your printer model against this list:

About AirPrint - Apple Support

If your printer is not compatible with AirPrint, there are alternatives…

Some printer manufacturers have a suitable companion App that provides Print capabilities for mobile devices, often using a web-based print service. Others can print directly if the App supports other network printing protocols. By example, many HP Printers use the HP Smart App - however, you’ve already identified this does not support your existing HP Printer.

You might also consider connecting a non-AirPrint printer to a Windows PC or Mac computer - and install a “helper application” that allows the computer to emulate AirPrint capabilities.

A further alternative is to consider installing a dedicated Print Server Appliance on your network - and connect your printer to this. One example is the Lantronix xPrintServer.

The remaining [perhaps easiest and cost effective] solution is to simply replace your printer with one that is AirPrint capable.

HP OfficeJet 4500 All-In-One is too old / too limited for AirPrint and IPP/IPPS.

First, reset the macOS printing system:

Per the HP website…

…that printer is a ~dozen years old, and it pre-dates widespread support for IPP/IPPS printing and AirPrint printing.

Why those protocols? IPP/IPPS and AirPrint avoid the need for add-on drivers.

The printer manuals:

If the printer reset, and if installing the “HP Smart for Desktop” app (linked below) does not get this working, you’re probably headed for a new printer.

Alternatively, there is a “Easy Start” driver posted at the HP website. try that.

The tech specs for that printer list network support as “TCP/IP” solely, which—given the complete lack of protocol support details—is somewhere between hilarious and sad. Elsewhere, HP PCL 3 is listed as supported—and for comparison, the follow-on PCL 4 support arrived in 1985—and there are various apps which can send PCL, so that might still be workable.

TWAIN support for the scanner is listed in the manual, which means macOS tools such as Image Capture app should work without adding drivers.
