I have seen a number of people ask how to program a keyboard shortcut to activate Voice Control similar to the way we can program a keyboard shortcut to activate Dictation. I just spoke with an Apple support person about this. She will submit a request but suggests that we all file our request at apple.com/feedback in hopes that our "noise" (my words) will be heard.

Use the key combo to activate Siri, then say "turn voice control on". To turn off. say "open Siri" followed by "turn voice control off".
