No.
Trash (Recently Deleted) is the extent of the available recovery.
Copy (back up) the text of any valuable note elsewhere.
I use Notes app often, but Notes app has also burned some folks.
And some folks have forgotten their decryption key for a note, rendering it forever inaccessible.
