I bought an ipad mini from a thrift store today. In trying to set it up, I discovered that it has an activation lock linked to an unknown icloud account. Is there a way to locate the previous owner so that I can see if it was stolen, and return it to them if so?

No. The owner may have chosen to post contact information on the Lock Screen. Otherwise, return it. It will never work without the activation lock being removed.
