No you cannot.


Apple has deprecated Target Display mode several years ago. The last Mac that could host that was a 2019 model running Catalina.


There are third party solutions that might appeal to you. Luna and Duet.


Honestly, I would avoid all the headache and simply buy an inexpensive HD monitor for your new mini.
